Topographical survey cost is set by the site and the brief, not by a rate per hectare, which is why a topographical survey of two sites the same size can be priced very differently. Five scope factors carry almost all of that difference, and you control more of them than you might expect.

What drives topographical survey cost on a real site
Five factors account for most of the variation between one quote and another, and they behave very differently from each other.
Extent — yours to decide
The surveyed area is almost never just the site boundary. Design needs tie-ins: the existing road level at the entrance, the invert of the manhole the stormwater will discharge into, the neighbouring ground the platform has to meet.
Cutting the extent to the boundary looks like a saving and frequently is not. The missing strip is discovered at design stage and bought back as a return visit, at mobilisation cost, for a fraction of the original area.
Detail density — yours to decide
This is the factor clients most often leave unstated, and it has the largest single effect on field time. A surface adequate for a bulk earthworks platform is not the same survey as a site recorded closely enough to design kerb lines and drainage falls against.
Both are legitimate. They are not the same price, and neither is wrong until it is wrong for the design.
Vegetation and ground cover — the site's, not yours
Dense cover slows ground survey and limits what aerial capture can record of the ground itself. Where cover is heavy, the honest answer is often reduced confidence in that area rather than a higher price. A provider who promises full ground detail under thick bush has not walked the site.
Slope and access — the site's, not yours
Steep ground, poor vehicle access, live traffic and a long walk to each observation all add time in ways that do not show on a plan. So does working around an operating facility.
Visible services — a scope decision
A topographical survey records what can be seen: covers, valve boxes, marker posts, poles. That is not the same as locating what is buried beneath them, which is separate specialist work using utility detection methods and priced on its own terms.

Why the cheapest quote is often the one that read the brief loosely
A lower topographical survey cost on the same ground usually means a narrower interpretation of the brief rather than a better rate.
The provider may have assumed a coarser detail density, a tighter extent, aerial capture where the design actually needs ground observation, or no allowance for the vegetated third of the site. None of that is visible on a one-page quotation, and all of it is visible the moment the designer opens the file.

Managing topographical survey cost has limits, and it is worth stating them plainly.
Survey cannot record ground it cannot reach or see. It cannot recover detail outside an extent nobody agreed. It cannot tell you what is buried beneath a cover, and it cannot make a coarse survey suitable for detailed design after the fact.
What it can do is measure what was scoped, record how and to what density, and say in writing what was excluded and why. Where a site needs more than ground observation can reasonably give, aerial capture or a GNSS-based approach may cover the open ground more efficiently, with conventional observation kept for the areas that need it. On civil construction work, that combination is usually cheaper than either method used alone.
