Drone survey cost varies more between quotes than almost any other survey service, and the usual reason is that three providers priced three different jobs. An aerial survey can mean a quick site overview or a design-grade surface with independent checking, and a one-line enquiry does not tell anyone which of those you want.

What a drone survey cost is actually built from
Five scope factors carry almost all of the variation between one aerial quote and another, and none of them is the drone itself.
The area, and its shape
Area drives flight time, but shape drives it almost as much. A compact block is cheaper per hectare than a long, narrow corridor covering the same ground, because the corridor needs more turns, more control along its length, and often more than one take-off position.
The output, not the flight
This is the factor that moves the price furthest. Imagery and a rough surface is a different job from a contoured surface a design team can work in. The flying may be similar. The processing, checking and delivery are not.
Ground control and checking
Control is surveyed on the ground before or during the flight, and it is what ties the model to your coordinate system. A job that also needs independent checking carries extra observations that exist only to test the result. That is deliberate work, and it is priced.
Access, stand-down and conditions
Whether the site keeps operating during the flight changes the day completely. So does induction, escort, a restricted window, or a long drive to a remote face.
Permissions
Airspace authorisation and landowner or site permission are separate matters, and both have to be settled before a date can be promised. The South African Civil Aviation Authority regulates remotely piloted aircraft operations, and a provider who has not raised the question at quotation stage has either already dealt with it or has not thought about it.

Why the same site produces quotes that differ by multiples
A drone survey cost that differs by two or three times on identical ground is almost always a scope gap, and it is worth finding before you choose.
The cheap quote is usually not a discount. It is a narrower job: fewer control points, no independent check, a surface delivered in whatever format came out of the software, and no allowance for a second visit if weather stops the first one. None of that is dishonest. It is simply a different scope, and it will look identical on a single-line quotation.
The expensive quote may be padded, or it may be the only one that read your site properly. You cannot tell which from the number alone.

Six lines in an enquiry will do more for comparability than any amount of quote analysis afterwards, because each one closes an assumption that would otherwise move the drone survey cost.
- The boundary. A file, a marked-up image, or coordinates. Not a description.
- What the output is for. Design, volumes, a record of condition, or progress reporting. Say which.
- The format you need it in, and which software has to open it.
- Whether you need an independent check, or whether the provider's own processing report is enough.
- Site access. Who controls it, what induction takes, and what has to stop.
- Permissions. Who holds the landowner permission, and whether the site sits near controlled airspace.
Send the same six lines to every provider. Ask each to price against them and to state anything they have excluded. Quotes built from the same six lines are the only ones where a lower drone survey cost genuinely means better value rather than a narrower job.

A quote that lists its exclusions is more useful than a quote that lists its equipment. Exclusions tell you what will become a variation later.
Where the output feeds volumetric survey or recurring stockpile measurement, add one more line: say that the figures must stay comparable between visits. That single sentence changes how a provider sets up control, and it is far cheaper to say now than to discover later that two months of measurements cannot be compared.

A drone survey cost estimate cannot be made defensible by the surveyor alone, and it is worth being clear about what that means.
No provider can price a site whose boundary has not been defined. No provider can commit to a date before permissions are settled. And no flight, however carefully planned, can see ground it cannot see — dense vegetation and covered areas are a limitation of the method, not a failure of the quote.
What a provider can do is state its assumptions, price against a defined scope, and tell you in writing what falls outside it. On topographical work and opencast operations alike, that is the difference between a quote and a guess. Where two quotes still will not reconcile, independent verification of the delivered result is the check that settles it.
