The monitoring plan identifies the points, reference framework and observations needed to answer the engineering question. References must be appropriate to the area being assessed; apparent change in a reference can affect the interpretation of other points.

Repeated observations are compared on a compatible basis, with the measurement limitations considered alongside the reported changes. Survey results are supplied for interpretation by the responsible engineering team. Alert thresholds, responses and any continuous monitoring requirements must be agreed explicitly.

How often should monitoring be carried out?

The interval should be agreed with the responsible engineer based on the expected changes, work sequence and consequences being assessed. There is no single interval appropriate to every structure or site.

Does a movement report confirm that a structure is safe?

No. It supplies measured information within the survey scope. Structural interpretation and decisions about safety or remedial work belong with the responsible competent engineering team.

Can existing monitoring records be continued?

They can be assessed for continuity where the baseline, reference points, methods and point identities are available. The appointment should establish whether a meaningful comparison is possible before presenting the records as one continuous series.

Baseline and repeatability

The first observation set establishes a reference for later comparisons. If works have already started, identify any earlier records and agree what the new baseline represents. A baseline taken after an event cannot recreate the unmeasured state before it.

Keep point identities, coordinate conventions and reporting dates consistent. Changes in instruments, access or reference points should be documented where they affect comparison.

Reporting responsibilities

The monitoring appointment should name the recipients, reporting schedule and process for unexpected results. An engineering decision about the significance of movement needs more than a survey number alone.
